Eastern Shawnee Companies announced today that Janel Bailey’s role has been formally aligned to Proposal Program Manager, reflecting the scope and strategic importance of her responsibilities as the organization continues to expand its federal and commercial pursuits.
This title alignment recognizes the leadership role Bailey has held since joining Eastern Shawnee Companies in July 2024 and positions the organization to scale its proposal development function in support of long-term growth. The change is a deliberate alignment of title and responsibilities to ensure clarity, consistency, and readiness as proposal volume and complexity increase.
In her role as Proposal Program Manager, Bailey serves as the central authority for proposal strategy, compliance, and execution, managing the full proposal lifecycle from opportunity evaluation and planning through submission, debrief, and continuous improvement. She collaborates closely with leadership, technical teams, marketing, and teaming partners to develop compliant, compelling, and strategically positioned proposals aligned with company priorities and tribal advantages.

Bailey brings more than two decades of experience in proposal management and marketing support across federal, state, municipal, and tribal markets. Her background includes extensive experience supporting tribally owned and SBA 8(a) organizations, leading cross-functional proposal teams, and implementing proposal systems, tools, and processes that improve efficiency and quality.
The Proposal Program Manager role will continue to work closely with marketing and business development functions while supporting Eastern Shawnee Companies’ commitment to disciplined growth, operational excellence, and delivering value to clients and its tribal owner.
